Review of The Third Industrial Revolution: How Lateral Power Is Transforming Energy, the Economy, and the World, by Jeremy Rifkin

More than half the children born today in the United States or Europe will live to see the 22nd Century. In theory.

However, if you’re unreservedly optimistic about the future of today’s young children, chances are you haven’t been paying attention. In the face of global warming, overpopulation, resource limits, and the growing number of species going extinct, it’s difficult to look far ahead without wondering whether the human race can truly meet the existential challenges we face.

Jeremy Rifkin thinks we can. He is both a realist, and, if at least one of his many books can be believed, an optimist. In The Third Industrial Revolution, he lays out a comprehensive platform on which the human race can build a sustainable future. His vision of the future is nothing less than brilliant.

To be sure, Rifkin isn’t predicting that his vision will take hold. He’s hoping it will. The Third Industrial Revolution is, above all, hopeful.

Rifkin’s vision is complex and wide-ranging. Within the 300 pages of The Third Industrial Revolution, he delves into energy, communications, transportation, history, economics, thermodynamics, paleontology, philosophy, psychology, education, and numerous other subjects. It’s a dazzling display of erudition.

The author notes that the Second Industrial Revolution from which we’re now emerging was dominated by the telephone, the automobile, and fossil fuels. That’s hard to dispute. The Third Industrial Revolution is being built on the foundation of the Internet and renewable energy, leading humanity forward into a post-carbon era – and that’s the part that requires the reader to “suspend disbelief,” as the writers of science fiction ask us to do.

In this new era, Rifkin writes, “the conventional, centralized business operations of the First and Second Industrial Revolutions will increasingly be subsumed by the distributed business practices of the Third Industrial Revolution; and the traditional, hierarchical organization of economic and political power will give way to lateral power organized nodally across society.” For example, in place of most large electric generating facilities, every building will generate its own energy. Any surplus will be sold to others through trading networks managed by the successors to today’s electric utilities. Rifkin estimates that the process of building out this Third Industrial Revolution will take 40-50 years, roughly the same amount of time that previous economic upheavals required. This assumes, of course, that global warming and other threatening trends will allow us that much time. Rifkin believes they will, and I’m hoping he’s right.

“As we approach the middle of the century,” he writes, “more and more commerce will be overseen by intelligent technological surrogates, freeing up much of the human race to create social capital in the not-for-profit civil society, making it the dominant sector in the second half of the century.” This assertion derives from an earlier book Rifkin wrote, The End of Work.

It’s easy to dismiss this vision as utopian and unattainable, as all utopian visions are. However, Jeremy Rifkin is no idle dreamer. As he explains at great length in The Third Industrial Revolution, this vision has been bought whole by the European Union, the Utrecht region of the Netherlands, and the cities of Rome and San Antonio, among many others. Rifkin, his staff, and a growing number of highly placed collaborators in both industry and government offices have been at work since the publication of the book in 2011 helping to develop custom-tailored regional plans consistent with this vision. Rifkin’s successful ongoing engagement with the European Union is especially impressive – and, he reminds us, “the European Union, not the United States or China, is the biggest economy in the world.”

European officialdom, specifically including such luminaries as Angela Merkel, are now in the process of shifting their economies to incorporate what the author calls “the five pillars” of the Third Industrial Revolution:

(1)   shifting to renewable energy;

(2)  transforming the building stock of every continent into micro-power plants to collect renewable energies on site;

(3)  deploying hydrogen and other storage technologies in every building and throughout the infrastructure to store intermittent energies;

(4)  using Internet technology to transform the power grid of every continent into an energy-sharing intergrid that acts just like the Internet . . .; and

(5)  transitioning the transport fleet to electric plug-in and fuel cell vehicles that can buy and sell electricity on a smart, continental, interactive power grid.

This economic transformation will bring profound changes to our lives and our surroundings. “Vertical economies of scale became the defining feature of the incipient industrial age and gigantic business operations became the norm . . . The distributed nature of renewable energies necessitates collaborative rather than hierarchical command and control mechanisms.” And all this change is consistent with the new pedagogy beginning to take hold in many schools around the globe, which emphasizes collaboration rather than competition, problem solving rather than rote learning, and what Rifkin calls “biosphere thinking,” which places humanity within the context of the web of life on Earth. (Perhaps you’ve even noticed that people under the age of 18 tend not to think the way we older adults do?)

“If it is difficult to imagine a change of this kind, think of how preposterous it must have been to a feudal lord, his knights in arms, and his indentured serfs to conjure the possibility of free wage earners selling their labor power in national markets, each a sovereign in his own right in the political sphere, all bound together by a set of agreed-upon rights and freedoms and a sense of national loyalty.”

It’s hard to disagree with that!

A review of The Way of the Knife: The CIA, a Secret Army, and a War at the Ends of the Earth, by Mark Mazzetti

When Chou En-Lai, then #2 to Mao Tse-Tung, was asked for his perspective on the historical meaning of the French Revolution, he is said to have replied, “It’s too early to tell.”

As we’re beginning to understand now, George W. Bush engineered a revolution of a different sort in the misguided steps he took to “end terrorism” in the years following 9/11. The country’s military establishment gained trillions of dollars in new spending within a decade, and our intelligence agencies (16 of them at last count) mushroomed in size. Even more important, the White House profoundly changed the rules under which both the Pentagon and the CIA operated, layering onto an already bloated military-industrial complex additional hundreds of billions of dollars in contracts to private companies, enabling the Pentagon to operate virtually at will, even in countries where the U.S. was not at war, and shifting the CIA’s strategy from gathering intelligence to “enhanced interrogation” to killing suspected terrorists — all without making changes in the Pentagon’s procurement policies to reflect the passing of the Cold War more than two decades ago.

In The Way of the Knife, Mark Mazzetti sums up the situation as follows: “Prior to the attacks of September 11, the Pentagon did very little human spying, and the CIA was not officially permitted to kill. In the years since, each has done a great deal of both, and a military-intelligence complex has emerged to carry out the new American way of war.”

As Chou En-Lai would clearly agree, the long-term impact of these dramatic policy changes is impossible to see. Unmistakably, though, the values embodied in our Federal government changed under George W. Bush — and Barack Obama has continued on the same course into his second term, even stepping up the use of drones for targeted murder. This doesn’t bode well for a U.S. foreign and military policy supposedly grounded in humanistic assumptions.

Mark Mazzetti makes an important contribution to exploring the near-term consequences of one of these phenomena in The Way of the Knife, which dissects the massive shift in CIA priorities from the Clinton era to the Obama Administration. The “secret army” of the book’s subtitle is the CIA’s paramilitary capability that sends Navy SEALs, Army Rangers, or, increasingly, mercenaries on secret missions around the world and uses drones to murder terrorist suspects. Mazzetti focuses much of his attention on the dysfunctional American relationship with Pakistan and to a lesser degree on the secret wars in Yemen and Somalia. However, he makes it clear that the U.S. is now conducting undeclared wars in a great many more countries — and hiding that information from the American public. “The residents of the Oval Office have turned to covert action hundreds of times, and often have come to regret it,” Mazzetti writes. “But memories are short, new presidents arrive at the White House every four or eight years, and a familiar pattern played out over the second half of the twentieth century: presidential approval of aggressive CIA operations . . . “

In touching on the highlights of the CIA’s history from its founding after World War II to the present, Mazzetti reveals the agency’s schizophrenic attitude toward the use of calculated murder in its operations.

For many years, especially under the directorship of Allen Dulles in the 1950s, the CIA was little more than a reincarnation of its predecessor (where Dulles got his start), the OSS of “Wild Bill” Donovan. As we now know, the CIA was involved in overthrowing governments (Iran in 1953, Guatemala in 1954, Chile in 1973, probably among others) and in frequent attempts to assassinate heads of state, including Patrice Lumumba (Congo), Fidel Castro (Cuba), Nho Dinh Diem (South Vietnam), and Salvador Allende (Chile). When all this nefarious activity came to light in the 1970s in the landmark Senate hearings headed by Senator Frank Church, then-President Gerald Ford outlawed assassination and the CIA’s Directorate of Operations, which included most of the agency’s bad boys, was shackled by unsympathetic new directors named to clean up the mess.

By 2001, the OSS-inspired use of paramilitary operations and targeted killing that had dominated the CIA in its early years was ancient history to the new generation who had already advanced into positions of leadership. The radical course-shift demanded by the Bush White House turned the agency upside down again. And the dramatic expansion of the drone war by CIA director Leon Panetta (“the most influential CIA director since William Casey during the Reagan administration”) completed the transition of the agency into a paramilitary force.

The Way of the Knife is thoroughly researched and skillfully written by a Pulitzer-winning reporter for the New York Times. The book’s highlights include the protracted tales of several colorful figures caught up in the unfolding of the secret wars, including former top CIA official Dewey Clarridge, a Virginia horsewoman named Michele Ballarin, and several senior Pakistani intelligence operatives. If you’re interested in the ups and downs of the U.S. intelligence establishment, you’ll find this book just not essential reading but entertaining as well.

The definitive study of Scientology, by a Pulitzer-winning journalist

A review of Going Clear: Scientology, Hollywood, and the Prison of Belief, by Lawrence Wright

Introducing his controversial subject, Lawrence Wright reports that the Church of Scientology claims membership of 12 million, an assertion that has to be regarded as flimflammery. By contrast, “[a] survey of American religious affiliations compiled in the Statistical Abstract of the United States estimates that only 25,000 Americans actually call themselves Scientologists. That’s less than half the number identifying themselves as Rastafarians.”

Why, then, is Scientology such an object of fascination, not only to the American public but across much of Europe as well?

Obviously, the public’s unending worship of celebrity is a partial explanation, and Wright goes to the heart of this matter by devoting a large portion of Going Clear to the stories of Tom Cruise, John Travolta, and others who pass as luminaries in Hollywood today. Throughout its 60-year history, the Church of Scientology has focused laser-like on public personalities that would help it gain wider public attention and recruit new members. Wright’s intensive treatment of the Oscar-winning scriptwriter and director Paul Haggis — a member of the church for 35 years — clearly illuminates this fixation on stars and stardom.

But celebrity alone can’t explain the enduring interest in what is, at best, a minor fringe religion, and a particularly kooky one at that. The church apparently possesses a multi-billion-dollar real estate portfolio, with properties scattered across the globe, and the organization generates annual revenues in the hundreds of millions of dollars. David Miscavige, who has been the undisputed leader of Scientology for a quarter-century and calls the shots at every turn, is thus for all intents and purposes a billionaire. Judging from what it costs the church to feed him and his wife, he lives like one, too.

Even so, what fascinates many of us about Scientology are not the halo of celebrity or the Church’s wealth. To me, at any rate, it’s the profound mystery how the Church could have survived so long despite the massive human rights abuses committed by its leaders for more than half a century. Among these are the frequent resort to physical abuse; involuntary confinement, sometimes for years on end; blackmail based on information revealed in Scientology’s equivalent of confession; child labor; and forced abortions when members of the Church’s equivalent of the priesthood, the Sea Org, become pregnant against Church policy. Though widely reported and documented in innumerable interviews and articles, these abuses are routinely denied by the Church — which tends to respond not with simple statements but, typically, with lawsuits. Scientology’s litigiousness is legendary.

The religion’s theology is equally mysterious. Leaked documents and reports by former Scientologists have revealed a litany of incomprehensible and preposterous tales that form the core of the church’s beliefs. The Founder, L. Ron Hubbard, was one of the most prolific writers of all time — Wright reports he is credited with having written more than 1,000 books — and was best known for his science fiction novels and stories. The theology of Scientology revolves around Hubbard’s claim that the universe is trillions of years old (not 13 billion, as scientists assert), and that the roots of humanity’s unhappiness lie in an incident 75 million years ago in the Galactic Federation. There, the evil overlord Xenu and his co-conspirators (mainly psychiatrists) “fed false information to the population to draw them into centers where Xenu’s troops could destroy them. ‘One of the mechanisms they used was to tell them to come in for an income-tax investigation,’ Hubbard related. ‘So in they went, and the troops started slaughtering them.'”

How nutty is that?

The simple truth is that L. Ron Hubbard was what I can only regard as a raving lunatic. A man who worked for years as his medical officer noted his “‘Paranoid personality. Delusions of grandeur. Pathological lying.'” All these traits are easy to see in Wright’s narrative, which reveals other disagreeable aspects of Hubbard’s behavior as well. He spent the last five years of his life in seclusion. “Fleeing subpoenas from three grand juries, and pursued by forty-eight lawsuits, all naming the founder, Hubbard slipped away from public view on Valentine’s Day, 1980.” And Hubbard’s successor, David Miscavige, though a very different person, clearly shares the Founder’s paranoia as well as his tendency to strike out violently at those around him. Hubbard was known to batter his first two wives, and Miscavige, a bodybuilder, has been frequently reported as beating his followers when displeased — hundreds of them, all told. For example, “Gale Irwin says she confronted him, and Miscavige knocked her to the ground with a flying tackle.” Later, Wright reports,  a Scientology executive “spoke up about the violence [and] was beaten by two of Miscavige’s assistants and made to mop the bathroom floor with his tongue.”

This leads to the greatest mystery of all: why does no one complain? Oh, there are many former Scientologists who talk freely about all these matters, but literally thousands of others who continue to participate in the Church (by enrolling in courses that cost them tens or hundreds of thousands of dollars over the years). Wright finds the explanation in a simple core belief: “Scientologists are trained to believe that whatever happens to them is somehow their fault . . . The possibility that the leader of the church might be irrational or even insane was so taboo that no one could even think it, much less voice it aloud.” Wright elaborates: “Belief in the irrational is one definition of faith, but it is also true that clinging to absurd or disputed doctrines binds a community of faith together and defines a barrier to the outside world.” This is what Wright terms “the prison of belief.” It’s a terrifying concept that conjures up memories of the self-deluding Germans who followed Hitler.

One of the most publicized incidents in the history of Scientology was the announcement by the Internal Revenue Service in 1993 that it had restored the church’s tax-exemption (which had been removed in 1967). The reason for this IRS action, though undisclosed, was that Miscavige’s church had filed a total of some 2,500 lawsuits against the IRS and assigned private detectives to dig up embarrassing information about the private lives of many top IRS officials. In the face of this assault, which went on for years, consuming inordinate amounts of the government’s limited resources, the IRS caved when Miscavige agreed to drop all the lawsuits and remove the private investigators.

Wright makes it clear that the popular understanding of the IRS case — that the Church of Scientology wasn’t really a church — is in error. IRS staff had never been able to fashion a definition of religion that would exclude Scientology. After all, many, perhaps all other religions also make claims that non-believers find preposterous. I’m certain you and I could name at least a few.

Going Clear seals Lawrence Wright’s place as one of the preeminent nonfiction writers of our time. Just seven years ago his masterful book about Al Qaeda, The Looming Tower, won the Pulitzer Prize for General Nonfiction. If anything, Going Clear represents an even greater accomplishment, putting to shame previous efforts to tell the story of Scientology. (I reviewed Inside Scientology not long ago.) Wright is a staff writer for The New Yorker.

Two wrenching views of the U.S. military at war, Part 2: Afghanistan

A review of The Outpost: An Untold Story of American Valor, by Jake Tapper

This is the second of two reviews of recent books that deal with the U.S. military at war. In a previous post, I reviewed Kill Anything That Moves: The Real American War in Vietnam, by Nick Turse, which presents a dramatically different perspective on the subject by documenting the widespread atrocities committed by American troops four decades earlier.  

Christians are urged to “hate the sin, love the sinner.” Difficult as that may be to believe in many circumstances, the distinction between action and actor seems to be the only way to reconcile honor and support for American troops at war with the horrific acts they so often commit overseas. One recent book, award-winning journalist Nick Turse’s Kill Anything That Moves, fastens our attention on the numberless atrocities carried out by the U.S. military in Vietnam directly as a result of policies handed down from the top (the White House and Joint Chiefs of Staff). Turse shows how the military’s racist emphasis on the “body count” led directly and inevitably to the routine and indiscriminate murder of civilians throughout Vietnam. Rank-and-file soldiers (“grunts,” non-coms, lieutenants, captains, majors, light colonels) had little choice but to either participate in the slaughter or stand silently by. Doubtless, some enjoyed the opportunities for cruelty, but the overwhelming majority assuredly did not. Because for all intents and purposes the atrocities weren’t their “fault,” we could still honor and support them no matter how much we despised their heedless leaders.

Writing from a totally different perspective — from the ground up rather than top down — Jake Tapper relates the story in The Outpost of the men (and very occasionally, the women) who cycled in and out of an isolated combat installation in northeastern Afghanistan from 2006 to 2009. As in Kill Anything That Moves, we find soldiers in the field up to the rank of lieutenant colonel captives of policies set at much higher levels. They frequently display outstanding courage and suffer the deprivations of life in a harsh and hostile environment largely in silence, victims of George W. Bush, Dick Cheney, and Donald Rumsfeld’s deliberate decision to under-resource American forces in Afghanistan from the moment they invaded the country. However, the fatal decisions that sealed the fate of so many of the troops on the ground at what came to be named Combat Outpost Keating were a colonel’s decision to site the installation at what one visiting officer called the worst base location he’d ever seen and Afghan president Hamid Karzai’s insistence that the post not be closed until after he was reelected.

The story told in The Outpost relates the history of the Afghanistan war writ small. At its creation, Combat Outpost Keating was the northernmost U.S. installation in the country’s northeast, the first in the province of Nuristan, a historically and linguistically distinct enclave with a reputation for fierce hostility toward all outsiders. It was placed in an exceedingly vulnerable location in a valley, surrounded on three sides by steep mountains, against the advice of virtually every officer who viewed the site from the air. The colonel in command of U.S. forces in that region insisted on placing it there anyway, since it had easy access to a road that could be used to supply it, saving precious airborne resources. However, in short order it became clear that the road was both indefensible, because every convoy was ambushed by insurgents, and impassable by any vehicles with a wide wheelbase (such as Humvees). Only when one heroic officer was killed trying to prove to his superiors just how treacherous the road really was did the Army stop attempting to supply the outpost by truck. Nonetheless, the outpost itself remained where it was instead of being moved high up into the mountains (as the troops on the ground kept requesting), because no commanding officer wanted to cede territory on his watch. And the number of troops assigned there, which was inadequate to begin with, was gradually reduced because of the scarcity of military resources. Eventually, when a new unit came onto the base, a brilliant junior officer implemented the counterinsurgency policy associated with General Petraeus, managing to bring attacks on his troops to a halt for more than half a year. Then he was replaced by a soldier who was critical of the policy, reversed course, and saw his hostility to the local people returned in spades. Finally, orders came down to abandon the outpost, but spies among the Afghan soldiers living there reported the preparations to the Taliban. In short order, days before the planned evacuation date, several hundred mujahideen surrounded the 53 Americans, fought their way into the outpost, and succeeded in killing seven of them and wounding eleven. Only one of the Afghan soldiers chose to fight; all the others either fled or hid. The Taliban was only driven back by the heroism of the defenders — and the extravagant use of airpower, including Apache attack helicopters, A-10 warthogs, F-15 fighter jets, and even a B-1 bomber dropping 2,000-pound bombs. After a decent interval, the outpost was abandoned and bombed to smithereens by American planes.

Think about the broad strokes in that picture. Doesn’t it resemble the history of U.S. involvement in Afghanistan as a whole?

Clearly, Jake Tapper wrote The Outpost to honor the brave soldiers who were assigned there. He cites the name and rank of virtually every soldier whose actions are part of the four-year story — and there appear to be hundreds of them. For the major actors on the ground, chiefly sergeants, lieutenants, and captains, with a smattering of low-ranking non-coms, Tapper features extensive biographical information, sometimes including interviews with spouses. These soldiers rise fully formed from the pages of the book — real people, with self-doubts and passions and convictions all their own.

Tapper’s effort to convey a fully three-dimensional portrait of the soldiers at Combat Outpost Keating is both the book’s greatest strength and its greatest weakness. Reading this book seems to convey about as accurate a picture of what life is like on the front line of the Afghanistan war as words might convey. The weakness lies in the use of so many individual names. In the course of the four years the outpost existed, four different units cycled in and out, each bringing its own cast of dozens of characters. It becomes tedious to follow all the individual stories because there is so much coming and going. To some degree, it’s easier to follow a few of the Afghan leaders in the nearby villages, because they generally stay where they are.

Pentagon waste and fraud, and who’s really responsible for them

A review of The Pornography of Power: How Defense Hawks Hijacked 9/11 and Weakened America, by Robert Scheer

Books about current affairs, especially those by journalists, rarely keep their edge once the headlines they address have vanished from the news. A 2008 book by former Berkeley activist Robert Scheer’s is a notable exception. Scheer wrote five years ago about the spectacular buildup of the U.S. military machine following 9/11, and his report transcends the facts and circumstances of the story. The Pornography of Power delivers insight into what should be one of the issues that most preoccupies concerned Americans: the seemingly unassailable position of the military-industrial complex that Dwight Eisenhower warned us about more than half a century ago.

Over the eight years George W. Bush inhabited the White House, the U.S. military budget more than doubled, from about $300 billion to just under $700 billion. (In reporting these figures, the Office of Management and Budget notes that they exclude expenditures for the Departments of Homeland Security and Veterans’ Affairs. Clearly, they also exclude funds for the CIA, which runs its own military operations, as well as interest on the debt incurred to finance the wars in Iraq and Afghanistan.)

You might be tempted to think that these gargantuan increases are understandable, given the expansion of the wars in Iraq and Afghanistan — but you would be wrong. In fact, a huge proportion of the money spent on the military in the first decade of the 21st Century was not to support troops in the field or provide them with the weapons and protection they required. It was to finance the development and acquisition of new, high-tech weapons systems that could never be deployed in an asymmetric war against terrorists or insurgents.

The central insight of The Pornography of Power is that the waste and fraud in the military budget isn’t hidden in the cracks of obscure documents — it’s right out front in multi-billion-dollar expenditures for unnecessary new weapons. How do we know these weapons are unnecessary? Because the military brass told us so — and Congress simply forced the Pentagon to develop (or continue developing and producing) them, anyway. As Scheer reports, Congress voted hundreds of billions of dollars to develop and produce big-ticket weapons systems such as nuclear attack submarines and the trouble-plagued F-35 “joint strike fighter,” often on the basis of absurd arguments that they were needed to defend us against Al Qaeda.

The occasional glaring example of fraud complicates this picture of Pentagon waste, but simple, straightforward corruption (cushy corporate jobs for a cooperative Pentagon bureaucrat, for example) is a minor factor. The real problem are the politicians — liberal Democrats like Barbara Boxer as well as the usual suspects on the Republican right — who fearfully back spending money on these boondoggles because they expect blowback from constituents if they don’t. And if we can’t count on Senators and Representatives who champion cuts in the military budget out of the other side of their mouths, then what hope is there to eliminate the waste?

Despite the occasional jarring reminder that Scheer is writing about events several years in the past, and some circumstances that have changed during the last five years, The Pornography of Power remains relevant reading today. You can count on one thing above all from Bob Scheer: straight talk.

If you know nothing about the Tea Party other than what you’ve picked up from the daily news and a magazine article here and there, chances are excellent that you’ll learn a great deal from reading Steep.   • There is, really, no such thing as “The Tea Party.” The term encompasses thousands of organizations at the national, statewide, and local levels that at any given time may well be found squabbling with one another about ideology, tactics, or just plain personality differences. I knew about the proliferation of groups but not about the diversity of views among them.
  • The Tea Party phenomenon first surfaced less than a month after Barack Obama’s inauguration as President in 2009 — yes, less than four years ago — as what one scholar calls a “test marketing” campaign backed by money from the Koch Brothers and mainstream Republican operatives such as former Congressman Dick Armey, which we all knew very well at the time. However, the movement spawned by this intentional investment in destabilizing the fledgling Obama Administration grew so quickly and with such spontaneity that its original backers soon lost control. Whatever else it might be, the Tea Party is a grassroots phenomenon.
  • Unlike the Christian Right before it, the Tea Party brought few new voters into the Republican column. As several of the authors in Steep make clear from their studies of a wide variety of poll results, the Tea Party is populated largely by Right-Wing Republicans who usually vote, anyway. (They also tend to be white males at or nearing retirement age.) The Tea Party brought passion to the Republican grassroots base, providing the necessary motivation to draw more foot-soldiers to the conservative cause.
  • The old John Birch Society, which we all thought had gone the way of the Cult of Isis in the 1960s after William F. Buckley, Jr. consigned it to purgatory, somehow managed to resuscitate itself and become engaged in Tea Party activities. So did former leaders of the White Citizens Councils, the militia movement, and other assorted cranks, kooks, and eccentrics and the delusions they brought with them. Since nearly one-half (44%) of Tea Party adherents professed to believe that Barack Obama is a Muslim and was not born in the United States, using the term delusional is not out of line.

The most intriguing chapter in Steep is University of Michigan political science and women’s studies professor Lisa Disch’s, in which she “advances a counterintuitive argument: The Tea Party movement is sparked, in part, by the threat its supporters perceive to their share in two key programs of the liberal welfare state [i.e., Social Security and Medicare]. Tea Party politics is conservative, but its supporters’ material commitments and even aspects of their rhetoric place them in a liberal genealogy.” Disch argues that, during its first two decades, Social Security was explicitly racialized — farmworkers and domestic workers were specifically excluded from benefits (and guess who they meant by that!) — and that for decades afterward Social Security was seen as largely a benefit to white people, even after the coverage was broadened. “This makes Tea Party mobilization a ‘white citizenship’ movement: action in defense of material benefits that confer ‘racial standing’ in a polity that purports to deny precisely that — special standing based on race . . .  [T]he Tea Party movement belongs to liberal America even as Tea Party rhetoric denounces liberalism and liberals denounce Tea Partiers.”

Since I’m not bound by the strictures of academic “objectivity” (whatever that is), I can sum up all this information with my own conclusion: The Tea Party is the latest and the most extreme expression of the Right-Wing Republican movement that has been growing since its inception in the 1940s and 1950s in McCarthyite anti-Communism, the John Birch Society, and Southern opposition to civil rights, and in the backlash to the New Left, feminism, and the anti-war movement. Though the Tea Party is heterogeneous in many ways, and its focus nationally has been on advancing the Republican agenda of small government and rolling back taxes, the overwhelming majority of its adherents also embrace the social politics of the Christian Right (anti-gay, anti-abortion, anti-women’s rights) and the suppressed but all too real racial resentment that has been the centerpiece of the Republican Party’s Southern Strategy since the days of Richard Nixon.  

As I write this, however, I wonder whether anyone but historians and political scientists will care much about the Tea Party five years, or even a year, from now. It remains to be seen what impact the Republican losses of 2012 will have on the spirit and the cohesion of the Tea Party.

Set up your own religion, and make a billion dollars

A review of Inside Scientology: The Story of America’s Most Secretive Religion, by Janet Reitman @@@@@ (5 out of 5)

When L. Ron Hubbard died in 1986 at the age of 74, one of the world most confounding and controversial public figures passed from the scene — though not from memory.

  • Borrowing a 19th-century approach to mental therapy from psychiatrists Sigmund Freud, Josef Breuer, and others, as the basis for his own self-help method, Hubbard had become psychiatry’s most prominent critic for its dismissal of the therapeutic techniques he claimed could be administered by anyone without the benefit of training in medicine or psychology.
  • Having declared in 1945 when flat broke that he would found his own religion, by the time of his death he had built a worldwide “church” through which he amassed an estate of $400 million—$826 million in 2012 dollars.
  • Never having graduated from college, he styled himself as an explorer, a nuclear physicist, and a philosopher with advanced degrees to match, all the figments of his fertile imagination.
  • A second-rate writer of pulp adventure fiction in the 1930s and of science fiction in the 1940s and 50s, he attained a ranking on the New York Times bestseller list only through his self-help book, Dianetics, published when Hubbard was approaching age 40.
  • Upon his passing, Hubbard had achieved a semblance of immortality, elevated to spiritual sainthood by millions of followers around the world who treated his every written word and every utterance as unchallengeable truth.

Adding to the irony of Hubbard’s existence, this champion of mental health and outspoken opponent of psychiatry spent his last several years, by all accounts, an abusive and paranoiac lunatic whose erratic behavior was moderated only by the very anti-psychotic drugs he had crusaded against for more than three decades.

Thus ended the life of the founder of Scientology.

Since Hubbard had failed to name a successor, a vicious struggle for power in the “church” ensued upon his death. In hindsight, however, the victor in this struggle had been foreordained. Beginning four years earlier, once Hubbard had gone into seclusion, his whereabouts a secret from all but a handful of his staff, a 19-year-old named David Miscavige had begun forcing out all those in Scientology’s leadership who stood in his way. The process resembled nothing so much as the purges launched by Josef Stalin in the 1920s following the death of Lenin. By 1988, the 25-year-old Miscavige stood at the pinnacle, the undisputed leader.

To judge from Janet Reitman’s exhaustively researched and detailed reporting in Inside Scientology, Miscavige has run the multi-faceted Scientology establishment for nearly a quarter-century now with a style that is at once obsessive, rigid, humorless, unforgiving, and dedicated almost exclusively to the pursuit of profit. He appears to exhibit virtually none of L. Ron Hubbard’s good qualities—irresistible charm, a forgiving nature, managerial ability, and a lively imagination—and all of his bad ones, including extreme litigiousness and a tendency to strike out at those closest to him. In recent years, Reitman reports, Miscavige has even demonstrated a clear pattern of severe paranoia much like what drove Hubbard into seclusion, sometimes attacking aides and senior executives with physical violence, at other times submitting them (or anyone else who so much as utters a hint of criticism) to humiliating punishment.

Just as he had engineered the “first Exodus” from Scientology on his drive to power in the 1980s, Miscavige’s extreme behavior led to a second Exodus in the middle of the last decade, driving away most of the senior executives who had managed the far-flung business, in some cases for decades.

As you’re no doubt aware, the Internal Revenue Service classified the Church of Scientology as a religion, exempting all its innumerable affiliates and subsidiaries from the payment of Federal taxes and allowing them to receive tax-deductible donations. However, what you may not be aware—I certainly wasn’t, before reading Reitman’s book—is that the agreement signed by the “church” and the IRS in 1993 came about because the then-Director of Internal Revenue cried chicken in the face of literally thousands of lawsuits filed by the Scientology establishment under Miscavige’s direction and its constant use of private detectives to harass and apparently even blackmail IRS agents and staff.

Janet Reitman’s book began as an article in Rolling Stone magazine but took years to complete. It’s a stellar example of the reporter’s craft, balanced and objective. Yes, balanced: Reitman quotes Scientology officials and long-time faithful adherents at length — and even in the book’s closing thoughts — demonstrating that for some, perhaps a great many, who give over their lives to Hubbard’s “technology” (as he styled it), life can be rewarding. However, there are far too many former Scientologists who have spoken out, especially in recent years, blasting Miscavige’s administration if not the core ideas of Scientology itself, to think of this now six-decade-old movement as anything other than a diversified, multinational business built by a movement that operates precisely like the cult it is so often accused of being.

Like McDonald’s, which earns more revenue from its real estate than from Big Macs and Chicken Nuggets, the Church of Scientology now derives the lion’s share of its income from its real estate holdings around the world. Other businesses contribute additional funds. And yet the “church” itself seemingly continues to gush money, even as the faith is in decline: one of its centers alone, in Clearwater, Florida, the movement’s spiritual headquarters, reportedly was grossing more than $1 million a week as recently as a decade ago. If that’s the case, and hundreds of other Scientology centers in cities and towns around the world remain in business only because they’re profitable (the yardstick the “church” applies), I can’t begin to imagine how large is the asset base ruled today by David Miscavige. If he began 24 years ago with the equivalent of the $826 million that Hubbard left to the movement, surely the “church” today possesses wealth in the billions.

A technology maven’s vision of humanity’s bright future

A review of Abundance: The Future Is Better Than You Think, by Peter H. Diamandis and Steven Kotler

Peter Diamandis envisions a world in which humanity triumphs against all its challenges, from climate change, overpopulation, and poverty to the planetary deficits in energy and water.

This is not science fiction. It’s an eye-opening survey of what one celebrated technology visionary perceives as a feasible future for our species.

As Diamandis writes, “Abundance is a tale of good news. At its core, this book examines the hard facts, the science and engineering, the social trends and economic forces that are rapidly transforming our world. . . The point is this: When seen through the lens of technology, few resources are truly scarce; they’re mainly inaccessible. Yet the threat of scarcity still dominates our worldview.”

Diamandis is unusually well qualified to write this book. He is a Harvard-trained physician and an aeronautical engineer with a master’s degree from MIT. Ever since the age of 8, he has been preoccupied with space exploration. He has founded or co-founded a half-dozen businesses and organizations involved in that field and is widely credited with being the seminal figure in jump-starting the private space exploration business with the $10 million Ansari X Prize that led to the flight of SpaceShipOne.

In Abundance, co-written with Steven Kotler and published February 2012, Diamandis veers far from the course he set in space, settling down to earth to explore how humankind can leverage emerging technologies to confront its most pressing problems. Though Diamandis’ focus is squarely on the exponential growth in speed, capability, and spread of information processing technologies, he is not a gadget freak. He recognizes the social and political context in which technology is brought to light, although he may downplay the ferocity of humanity’s innate resistance to change. He writes about “game-changing” technologies, such as the “Lab-on-a-Chip . . . a portable, cell-phone-sized device [that] will allow doctors, nurses, and even patients themselves to take a sample of bodily fluid (such as urine, sputum, or a single drop of blood) and run dozens, if not hundreds, of diagnostics on the spot and in a manner of minutes.” He cites other potential breakthrough technologies now being developed by such luminaries as inventor Dean Kamen and biogeneticist Craig Venter.

For anyone but a Luddite, Abundance is exciting to read. Diamandis clearly believes that the technological advances he writes about hold promise of a much brighter future for humanity despite the anticipated growth in the world’s population to nine billion by 2050. (He even points to growing “in vitro” meat as one solution to the fast-rising demand for protein by ever more prosperous people.) For a science fiction fan such as myself, it’s difficult not to get starry-eyed.

However, the flaw in his line of reasoning is that, no matter how promising these new devices and processes might be, it’s not practical to assume that they’ll be quickly adopted around the world. That Lab-on-a-Chip sound wonderful? Great! But how many years will it take to put one billion copies of that device into the hands of the nurses running rural health clinics in Western Kenya and Uttar Pradesh and everywhere else in our wide, wide world? And how much will that cost? And will the spread of the device be rapid enough to prevent what other futurists see as the inevitable pandemics of new communicable diseases? Similar questions arise about nearly every one of the marvelous inventions cited in Abundance.

Peter Diamandis, founder and chairman of the X Prize Foundation and cofounder of Singularity University, laid out his vision of abundance in earth’s future in a brilliant TED2012 talk. The themes he introduced onstage at TED are explored in depth in this book.

To give some sense of the exalted circles in which Diamandis travels, here are some of the trustees of the X Prize Foundation: Larry Page, Elon Musk, James Cameron, Dean Kamen, Ratan Tata, Ray Kurzweil, Arianna Huffington, and Craig Venter, every one of whom would figure in anyone’s list of the brightest and most innovative thinkers and doers in the world.

Barack Obama’s foreign and military policy viewed from the inside

A review of Confront and Conceal: Obama’s Secret Wars and Surprising Use of American Power, by David E. Sanger

When I voted for Barack Obama in 2008, I expected a great deal from his Presidency — much too much, it’s clear in hindsight. What I didn’t expect was that as President he would exercise U.S. military power almost as aggressively as George W. Bush. As the subtitle of this excellent book hints so broadly, the apparently anti-war candidate Obama quickly morphed in office into a resolute, hands-on Commander in Chief.

In his campaign, Obama had “promised to restore traditional American ‘engagement’ by talking and listening to America’s most troubling adversaries and reluctant partners. His supporters saw a welcome turn away from the ‘with us or against us’ black-and-whites of the Bush years. His critics saw naivete and softness. Both have been surprised. This is a book about those surprises.”

In practice, Obama learned that his brand of engagement yielded little more than vitriolic rhetoric from Iranian mullahs, North Korean generals, and the Pakistani military. What has proved far more effective are the actions he could take consistent with his more sophisticated view of American power: a massive increase in drone attacks in Pakistan, Yemen, and Somalia; the country’s first-ever (known) use of cyberwarfare in a targeted attack on Iran’s nuclear program, along with increasingly brutal sanctions on the country and its government; the ever-growing use of Special Forces in operations such as the murder of Osama bin Laden; and a pronounced “pivot” from Europe to Asia in combating the rise of China, as exemplified by the opening of a new military base in Australia. While ending U.S. participation in our “war of choice” in Iraq and beginning the pullout from Afghanistan, President Obama has sharply stepped up our use of the weapons of war in a growing number of undeclared and sometimes undercover hostilities.

Make no mistake about it: Barack Obama has made an idelible mark on the U.S. military and intelligence services, sharpening their missions and reshaping their priorities, and all while forcing them to live within more limited means. And anyone who might be tempted to think that Obama acted this way out of weakness needs to understand that great extent to which he made decisions at crucial times in the face of opposition from nearly all those around him — in giving the green light to the Navy SEAL mission to kill bin Laden, and in deciding to ask Hosni Mubarak to resign. As Sanger writes, “‘He personally basically overrode just about his entire government,’ said one official in the room, noting that Gates and Clinton were still actively opposed, ‘Look, this is what I’m going to do,’ Obama said, according to notes of the meeting. ‘I’m going to call [Mubarak] now.'”

All this, and more, comes to light in the five sections that form the backbone of this book. Sanger writes about each of the leading hotspots in turn: Afghanistan and Pakistan; Iran; Egypt; China and North Korea. This is truly world-class reporting, informed by sources at the very highest levels of the U.S. government.

Sanger concludes, “It is too early to know if the emerging Obama Doctrine — a lighter footprint around the world, and a reliance on coalitions to deal with global problems that do not directly threaten American security — will prove a lasting formula. His effort at ‘rebalancing’ away from the quagmires in the Middle East toward the continent of greatest promise in the future — Asia — was long overdue. But it is a change of emphasis more than a change of direction. Obama proved her was adaptable to new realities, what James Fallows rightly called ‘the main trait we can hope for in a president.'”

If you’ve ever wondered what it might be like to be a 30-year veteran of The New York Times and serve as its Chief Washington Correspondent, read this extraordinary book with an eye on those sources, both named and anonymous, and their revelations, which pop up seemingly on every page. You’ll see, then, how very deeply embedded in the fabric of official Washington is this one newspaper — a newspaper that serves as the source of an extraordinary proportion of the stories that make their way onto evening news broadcasts and the front pages of other papers around the world. In laying bare the pattern of Barack Obama’s surprisingly aggressive use of military power, Confront and Conceal is just as effective in revealing David Sanger’s unusually high-level access at the White House, the CIA, and the Pentagon.

Citizens United, corporate personhood, and the movement to restore political power to the people

A review of Corporations Are Not People: Why They Have More Rights Than You Do and What You Can Do About It, by Jeffrey D. Clements

If you’re like most Americans, you may think that the Supreme Court’s decision in Citizens United v. Federal Election Commission is the root cause of the stranglehold on U.S. elections by major corporations and the 1%.

If you follow public affairs more closely than most, you’re aware that the situation is more complicated than this — that the misbegotten principle of “corporate personhood” that underpins Citizens United is a major element in the picture. I knew that much before I read Jeffrey Clements’ eye-opening book, Corporations Are Not People – but I didn’t have a clue where that concept came from, how it grew into one of the dominant judicial doctrines of the last several decades, or the truly pivotal role it has played in recent American history.

In fact, Citizens United was only one of the latest episodes in a four-decade-long history of legal, political, and social change that has moved the center of gravity in public discourse in America so far to the right that our last two Democratic Presidents can only be seen in global context as moderate conservatives, while today’s Republican leaders hold such extreme views that to term them “conservative” is a gross misuse of the language.

As Jeffrey Clements tells it, the story begins in 1970 with the first Earth Day. The mobilization of more than 20 million Americans in that masterful organizing effort led to the passage of a long series of laws that established the basis for long-overdue environmental regulation: the creation of the Environmental Protection Agency, the Occupational Health and Safety Act that created OSHA, the Clean Air Act, and a host of others.

Then the corporate world struck back.

A soft-spoken Southern attorney named Lewis F. Powell, Jr. led the charge. Powell was defending Philip Morris in the growing wave of lawsuits about cigarette smoking in the 1960s and sat on its board. Shortly before accepting his appointment to the Supreme Court by Richard Nixon in 1971, Powell wrote a now-infamous memo to a friend at the U. S. Chamber of Commerce, the bastion of corporate America. The “Powell Memo” kicked off the four-decade assault by the corporate elite and the 1% that stifles American democracy today.

Under the title “Attack on American Free Enterprise System,” Powell explained, “‘No thoughtful person can question that the American economic system is under broad attack.’ In response, corporations must organize and fund a drive to achieve political power through ‘united action.’” As a lawyer, Powell naturally saw the courts as the centerpiece of the pro-corporate strategy he advocated. “Activist judges” on courts throughout the land, and especially on the U. S. Supreme Court, would roll back legislation such as the flood of new environmental laws.

The corporate campaign rolled out in the years after Powell’s memo in spheres of activity: lobbying Congress, state legislatures, and the public through industry front groups such as the Tobacco Institute and the Edison Electric Institute; electing or appointing pro-corporate judges such as Powell himself; and influencing public education and shaping public opinion through a flotilla of Right-Wing think tanks including the Heritage Foundation, the Cato Institute, the Manhattan Institute, and many others.

Since Powell’s memo circulated in the upper echelons of corporate America in 1971, corporations, primarily the large transnational companies that dominate the Chamber of Commerce, have poured billions of dollars into these activities. However, until his death in 1998, Lewis Powell continued to lead the pro-corporate effort from his seat on the U. S. Supreme Court. In the early and mid-1970s, Powell was thwarted by Chief Justice William Rehnquist, but the tide turned in 1978 when Powell prevailed over strenuous objections from the Chief in a case that firmly established the “right” of corporations to flaunt laws passed to keep them in check by establishing the principle of corporate personhood.

Corporations Are Not People is an activist plea for readers to join the gathering movement to overturn Citizens United, wrest political power from the corporations, and put it back in the hands of people. As Jeffrey Clements sees it, there are “three essential steps to roll back corporate dominance of government: (1) a twenty-eighth amendment to the Constitution that will overturn Citizens United and corporate rights and restore people’s rights; (2) corporate accountability and charter reform to ensure that corporations better reflect the public policy reasons for which we allow the legal benefits of incorporation, such as limited liability, in the first place; and (3) election law reform, including increased public funding, greater transparency, and an end to legal political bribery.”

As an advocate for public funding of elections since 1972 and a long-time participant in electoral politics at every level – local, regional, statewide, and national – I find Clements’ three steps to be right on target. The structural reforms he proposes would strike at the heart of the forces that are strangling our political rights and advancing the interests of the 1% against those of the 99%.

Much of Corporations Are Not People is devoted to the many resources offered readers at the back of the book: the wording of the proposed 28th Amendment; a draft resolution favoring passage of the amendment that organizations and local governmental bodies may adopt; and contact information for the growing list of organizations that are coming together in the new movement to roll back corporate power.
